Elaine Hall Chhean, MPH, has joined Duke-Margolis as a research associate, working with Hemi Tewarson primarily on the Center’s growing state health policy portfolio, including its state-level COVID-19 response. Elaine also will work with Rob Saunders on projects in the payment and delivery reform work stream. Most recently a senior policy analyst at the National Governor’s Association in the Health Division of its Center for Best Practices, Elaine provided technical assistance to state leaders and projects addressing Medicaid, behavioral health, COVID-19 testing, health equity, and school health and safety. She is a former advanced health policy analyst for the Maryland Department of Health in its Medicaid Behavioral Health Division. Elaine received her Bachelor of Science degree in Biological Sciences and her Bachelor of Arts in Anthropology from the University of Maryland-Baltimore County, and her Master of Public Health degree in Behavioral and Community Health from the University of Maryland. She will based in the DC office.
