Value-Based Payment Arrangements for Drugs in Medicaid

This body of work focuses on state Medicaid program engagement in value-based payment arrangements for drugs, including cell and gene therapies. The first phase examined Medicaid agencies’ experiences with and interest in value-based payment arrangements for drugs more broadly. The continuation of this work focuses on a specific policy pathway intended to address one of the most significant barriers to drug VBP in the broader market: Medicaid Best Price. Specifically, it examines stakeholder perspectives on the Medicaid Multiple Best Prices pathway, state and drug manufacturer experience with the pathway, preferences for alternative contracting approaches, and potential opportunities for CMS to make the pathway more usable for state Medicaid program
